Richard N. Womack, Chairman, Bristow
Mr. Womack is a Certified Public Accountant and has served on the Board since 1992.
Eugene P. Reding, Vice-Chairman, Ardmore
Mr. Reding is a Certified Public Accountant in private practice. He was appointed
to the Board in January 2002.
W. R. Moon, Secretary, Chickasha
Mr. Moon is an attorney in private practice and was appointed to the Board in October 2002.
Cody Graves, Oklahoma City
Mr. Graves is an attorney and President & CEO of Automated Energy. He was appointed
to the Board in February 2002.
V. David Miller, Warner
Mr. Miller is Chairman of the Board and Director of Cross Telephone Co. and affiliates in Muskogee.
He was appointed to the Board in February 2003.
Kim Holland, Tulsa Commissioner Holland is
the Oklahoma Insurance Commissioner and has served on the Board since January 2005.

The Oklahoma
State and Education Employees Group Insurance Board, in its
current form, was created by
legislation
in 1990 to administer the health, dental, disability and life insurance programs
authorized under the Oklahoma State and Education Employees Group Insurance
Act 740.S.2001, §1301-1328. The Board operated under the auspices of the Oklahoma
Public Employees Retirement System from 1976 to 1990.
The Board has a membership of eight (8),
which includes the State Insurance Commissioner (or her designee), the Director of
the Office of State Finance, two members appointed by the Governor, two members
appointed by the Speaker of the House of Representatives, and two members appointed
by the President Pro Tempore of the Senate. All appointed members serve for terms
of four years. Vacancies of appointed members are filled for the remainder of the
original appointed term.
Board appointees are required to have
demonstrated experience in investment or funds management, public funds management,
public or private group health or pension fund management, or group health insurance
management; be licensed to practice law in this state and have demonstrated professional
experience in commercial matters; or, be licensed by the Oklahoma State Board of Public
Accountancy to practice in this state as a public accountant or a certified public
accountant.
The Board is charged with the responsibility
of administering the group insurance plans subject to the provisions of the Oklahoma
State and Education Employees Group Insurance Act. Their primary responsibilities are
to establish premium rates, benefit structure, eligibility requirements and manage the
funds for the insurance programs they are directed to offer.
Board
meetings are open to the public and held monthly. The annual
calendar
for Board meetings is set prior to the beginning of that
year. Monthly agendas
are posted in accordance with the requirements of the Open Meeting
Act.
