Special Enrollment Period for Dependents

A new law, HB 3112, that becomes effective July 1, 2008, will increase the age dependents can be covered under the plans offered through OSEEGIB.

The new law allows you to cover dependent children up to age 25 as long as they are unmarried and dependent on you for support. Previously, dependent children could only be covered up to age 23.

If you have children age 23 or 24 who are not enrolled because of the previous age limit, OSEEGIB has set a special enrollment period so they may be enrolled. This special enrollment period will run through July 31, 2008. Coverage for these dependents will be effective the first of the month following the date OSEEGIB receives your enrollment/change form.

  • Natural, adopted, or stepchildren as long as they are primarily dependent on you for support, or you have been court ordered to provide insurance coverage
  • Children who live with you in a regular parent-child relationship – a Declaration of Dependency Form must be submitted and approved
  • Children, regardless of age, who are incapable of self-support because of a mental or physical condition that began before age 25 – a Disabled Dependent Assessment Form must be submitted and approved

Non-EBC members will be receiving a postcard announcing the age change and the special enrollment for dependents.

Current Employees

Check with your Insurance Coordinator (IC)/Benefits Coordinator (BC) to find out if you can enroll your child(ren) under the rules of your employer’s Section 125 Plan. If your employer allows this midyear change, your IC/BC can give you the appropriate enrollment/change form. You will be responsible for returning your form to your IC/BC. All enrollment forms must be received by OSEEGIB by July 31, 2008.

If you enroll a dependent age 23 or 24, you must enroll all eligible dependent children unless they are covered under another group plan, or are eligible for Indian or military benefits. You can also enroll your spouse at the same time you enroll your dependent children.

A state employee who wishes to exclude their spouse must complete the Spouse Exclusion Request Form which is available through your BC.

If you are an education/local government employee, you and your spouse must both sign the Spouse Exclusion Certification section of the Dependent Enrollment Form – Current.

If you do not enroll your dependents at this time, your next opportunity will be during the annual Option Period.

Former Employees

This is the only time former employees can add a dependent age 23 or 24 to their coverage. Only 23 or 24 year-old dependents can be added to coverage during this special enrollment period.
